I am sure there are a few states around the world whose capital city’s name has no letters shared with its own name’s letters. But, I’m assuming the questioner is talking about USA only. With the wording of the question, it could also be argued that the questioner is asking about whether the state capital (implying the government) does share the content of any correspondence with its citizenry (meaning how transparent is the government as far as disclosure laws).
