If you get the error 'Too Many Activation Attempts' when you try and apply a Steam key then you will need to wait for a few hours before you try and add the remainder of the keys.
Steam has a limit which stops more than about 20 keys being added in a short space of time, the limit may be lower if you enter invalid keys.
Fanatical.com can't help you get your keys added any quicker, the limit is imposed by Steam.

If Steam reports "Too Many Activation Attempts" either:
Come back to activate the additional games later.
Log into Steam using a different account to activate the other games

too many recent activation attempts
I purchased a humble bundle with 24 titles. After activating the first half-dozen games or so the steam site prevents me from activating any more, showing this error:
"There have been too many recent activation attempts from this account or Internet address. Please wait and try your product code again later."
This is clearly a bug - how do I get steam to fix it?

I Thought They Let You Activate Up To 50 Products Before The Cooldown.
It's Around 30 Minutes By The Way.

Not a bug, security precaution. You fix it by waiting a little bit.

It's not like you can play all those games you activated to completion before the cooldown is over anyway.
The keys are still going to be good when the cooldown is over, so there is nothing to worry about, really.

Just as he said, the keys are there for you, dont rush it, activate the games you want to play first, then go for the rest, start downloading a few of them and play, Im sure the cooldown will be faster like this.... And just out of curiosity, how many games did you purchase?

This just happened to me, I was trying to activate 12 keys today and I could only activate 3 before that messaged popped up, never happened to me before, and I have activated more than 30 games back to back in the past, so this is clearly a bug as it literally happened after only activating 3 games.

Same tryed buying some and it wouldn’t worked. After attempts it gave me the same message. Funny cause I haven’t bought anything since the purchase screen is bugged.

not a bug if you use CGNAT or Dual Stack lite. You are not the only one on that IPv4 address. In that case you share the number of individual key activations (successful or failed) with that other person.

Experienced this for the first time right now. Am going through all my humble bundle monthly games and some bundles I never activated, I have activated 44 games so that must be the limit, I have 2 to go and it won't let me. It's a bit stupid, I mean doesn't steam know they are ALL humble keys?

Read the thread as the asnwer is given.
Valve does know they are keys only. Whether they're Humble Bundle is absolutely irrelevant.
This is a security measure. All you can do is do as it says - leave it for some time and enter some then. It's not as if it makes any diference.

I just confirmed this today a few times. When you activate 25 keys at once, even if all of them are successful, for the next one Steam is going to tell you "There have been too many recent unsuccessful activation attempts from this account. Please wait and try your product code again later."
If you get a few failed attempts in a row (product already owned counts as failures apparently), it could be less than 25. I think you get put on the cooldown instantly after failing 6 times. Although Steam didn't specify, the cooldown seems to be exactly 1 hour.
I'm not really complaining since this isn't really a "problem", and I think very few people would be affected by it. Just want to post what I find out so other people might feel less frustrated when it happens to them.

I used a spreadsheet to keep track my keys and every time the successful and unsuccessful (very few) add up to 25.

It's less than 25, ones I activated bunch of keys from bundles and got locked. It must be a bug.

As I said if you already have the game you are trying to activate it's going to be counted as unsuccessful and it is indeed much less than 25 (happens way too often with humble bundles), however what I'm saying is that even if you do everything "perfectly", there's still a limit at 25.
