The Temporary Certificate Program (TCP) was established to help people comply with the Boater Education Law passed in 1996. The temporary certificate (TC) is a knowledge check which satisfies the requirement for a boater to have a boating safety identification card to operate a boat in Florida.
If you are just visiting Florida, please check the list of vendors that issue paper temporary certificates, or you may take the exam online.
The vendors listed below are authorized by FWC to offer the TC exam online. Examinees have the option to take the exam and/or use study materials before taking the exam. Please visit the vendor's websites for additional information.

When the TCP started in 1996, it was originally designed for new vessel owners. Over the years, the program has evolved to include personal watercraft rental facilities and other liveries. The exam was originally available only in paper form.
The Florida Fish and Wildlife Conservation Commission (FWC) amended Rule 68D-36.108, Florida Administrative Code, “Florida Boater Education Temporary Certificate Program,” in August 2017, to allow for the TC exam to be offered as an online examination. The rule can be accessed at the Florida Department of State website.
The FWC’s intent is to improve the availability of the TC exam for the boating public while reducing the burden on liveries whose customers need to comply with the boating safety education requirements. If the requirements are met to be an online TC exam provider, the provider will create a system that allows 24-hour, seven-days a week accessibility to the exam using tablets, laptops, or other electronic devices.
The online exam will still be 25 questions, randomly selected from a large bank of questions. If a person passes the exam, they will be provided with an electronic temporary certificate showing their successful completion and their passing score. The TC can be inspected by a livery prior to renting to ensure the prospective renter has met Florida’s boating safety education requirements. The TC is valid for 90 days. The TC should be available for inspection by a law enforcement officer when operating a vessel in Florida, along with a photo ID.
The impact on current TC paper exam providers is minimal. All the current requirements remain the same. They can still purchase and administer the paper TC exams, as long as their contract and insurance are valid.
UPDATE - PAPER TEMPORARY CERTIFICATE PROVIDERS
Effective July 17, 2019, FWC will stop accepting or approving -NEW- paper TC provider contract applications. After that time, paper TC providers with current contracts will be able to renew their contracts pursuant to Paragraph (2) of the temporary certificate program contract. This contract language is copied below:
This Contract shall begin upon execution and end three (3) years thereafter. By mutual agreement of the parties, the Contract may be renewed for one (1) or more additional terms. To request renewal, the CONTRACTOR must submit current proof of insurance and a current valid occupational license. The CONTRACTOR must submit this information with a letter notifying the COMMISSSION of the CONTRACTOR’S intent to renew the Contract at least sixty (60) days prior to the end date of the Contract.
After July 17, 2019, TC providers that have not submitted current proof of insurance, current valid occupational license, and a letter notifying the Commission of the contractor’s intent to renew the contract at least 60 days prior to their contract’s expiration, will miss their opportunity to remain in the TC program. Any submission of these materials after the 60-day time frame has passed, will not be considered for renewal or approved for continuation in the paper TC program. All TC contract applications that are submitted prior to July 17, 2019, will be considered for approval.
Whether a company is a provider of the paper TC exam, or not, FWC encourages them and their renters to use the new TC online exam.
Benefits to liveries using the online TC exam include:
They are not required to contract with anyone to use the online TC exam.
They are not required to purchase paper TC exams from FWC.
They are not required to mail completed paper TCs back to FWC.
They can provide the link for the TC online exam on their website or to their customers directly.
The TC exam, whether paper or online, is a knowledge check, not an education. The TC cannot be turned in for issuance of a Boater Safety ID card that is valid for life. The TC is not valid in any other state and cannot be used in another state to meet their boater safety education requirements.
Liveries are still required to verify that their customers (if born on or after January 1, 1988) have met the boating safety education requirement before allowing them to operate their vessels. In addition to a boater safety education ID card or paper TC that liveries are used to checking, they may now start accepting electronic or printed proofs from the online TC exam provider or electronic/printed TCs issued by FWC complying with the Florida boater safety law.

The following are the requirements to carry the Boating Safety Education ID Card in Florida.
Vessel operators who are required to have completed a boating education course or exam must carry on board:
Their Florida Boating Safety Education ID Card (plastic or electronic) issued by the FWC
A photographic identification card.
These persons are exempt from carrying a Florida Boating Safety Education ID Card on board:
Operators who have their course completion certificate showing successful completion of an FWC– and NASBLA–approved boating safety course and a photographic identification card. The certificate must give the operator’s first and last names, date of birth, and the date they passed the course. The course completion certificate:
Is valid for 90 days from the date the certificate was issued
Is not a permanent replacement for the Florida Boating Safety Education ID Card.
Persons licensed by the USCG as a master of a vessel.
Persons operating on a private lake or pond.
A non-resident who has in his or her possession proof that he or she has completed a NASBLA–approved boater safety course or equivalency examination from another state.
Operators who are accompanied on board by a person who is exempt from the education requirement or by a person who is at least 18 years old, possesses the required identification card, and is attendant to the operation of the vessel and responsible for any violation that occurs.
Persons operating a vessel within 90 days after purchase who have a bill of sale on board and available for inspection.
Operators who have passed an FWC–approved temporary certification exam must carry the Florida Boater Education Temporary Certificate and a photographic identification card. The temporary certificate:
Is valid for 12 months from the date it is issued
Is non-transferable and cannot be exchanged for the Florida Boating Safety Education ID Card.
Important
Students may choose to receive their Boating Safety Education ID Card either as a plastic card or as an electronic version. The electronic version of the card can be displayed on a portable electronic device, or it can be displayed via a printed-out copy. The electronic card is the same as the plastic card for the purposes of proof of completion of the boating safety requirements.
Operators required to have a Boating Safety ID Card must carry it and a photographic identification card on board.
