Osmanthus wine is a type of wine that he drank in the past with those he considered friends, such as the original Archons, Azhdaha, and Guizhong. (Osmanthus is a type of flower.) The line is him saying that while it tastes the same, nearly everybody that he drank it with back then is dead now. It's a bittersweet line meant to provoke thoughts about how the world has moved on for him, how the experience of drinking the wine isn't the same now even if the taste is, and other sad things.

I just came across your question and would like to explain a bit more. ;)

The line was a adaptation from a traditional Chinese peom, where the original text is "欲买桂花同载酒，终不似，少年游" （yù mǎi guì huā tóng zài jiǔ, zhōng bù sì, shào nián yóu）If you change to Chinese VA you can hear the first half sentence sounds the same. In the orginal peom, it refers to revisiting the old place after 20 years, enjoying wine and osmanthus as the arthor did when he was younger, but time has changed, and the mood was totally different. The line has a nostalgic and melancholic taste in it, which perfectly fit in Zhongli's characteristics. Fooziesprite explained it very well.

Osmanthus Wine is, pretty self explanatorily, a type of wine made out of osmanthus, a plant that grows on the form of shrubs or small trees (mainly on Asia). Commonly used as a joke between Genshin Impact players, as it is part of a voiceline repetitively said by the character Zhongli; “Osmanthus wine tastes the same as I remember, but where are those who share the memory?” Nobody knows what the memory is, now who are “those who share it”.

Little trivia fact: Osmanthus is called Guihua (桂花) in Mandarin. Guili is based on real place in China called Guilin (桂林). Unfortunately, it's not the same Gui in Guizhong (归终)... But all of them have the same sound tho. So it maybe still related (?)
