Construction starts on city-funded $22M Hilltop pre-K

The construction cost for Columbus to build a preschool in the Hilltop neighborhood has gone up by nearly 50% to $20.1 million.
City Council was to vote Monday on the lowest construction bid, from Elford Inc., for the Westside Early Learning Center, and to allocate an additional $6.5 million to the capital budget approved for the project last year. Design revisions and rise in supply costs caused the increase, a city spokeswoman said.
Nationwide Children's Hospital also will operate a health center in the building for routine preventive care.
The preschool is a priority for Mayor Andrew Ginther, because as of last year, only 150 of the neighborhood's 2,000 4-year-olds were enrolled in high-quality early education programs. It was the lowest rate in the city, said Ciera Adams, assistant director of the city Education Department.
Enrollment had risen to 770 before the coronavirus pandemic cut that in half again, Ginther said, as public and private entities collaborated in preparation for building the center.
The center will serve as many as 240 children in a two-story, 50,000-square-foot building that will connect Highland Elementary School with a community center.
BBCO Design LLC is the architect, winning a $1.8 million contract last year, bringing the total to $22 million.
The redesign and pandemic pushed back the construction start several months, but the city conducted a virtual groundbreaking Monday.
Columbus developer Doug Borror is leading a campaign for a $4 million operations endowment. It had started with $2 million before going public; the amount raised to date was not immediately available.
"Quality early learning programs are crucial to closing the gap before kindergarten," he said in a teleconference event.
The loss of childcare during the pandemic highlighted and exacerbated the need, City Councilwoman Liz Brown said. Families were struggling for access to quality programs even before the pandemic, she said.
"It was planned for before the pandemic and will outlast the pandemic, because childcare is essential infrastructure," Brown said.

COLUMBUS (WCMH) — The city of Columbus is celebrating a milestone Monday, announcing the start of construction on a multi-million dollar early learning center.
Mayor Andrew Ginther said every child deserves a strong foundation no matter what zip code they live in. The new state-of-the-art education center will be in the Hilltop neighborhood on the city’s west side. Columbus is investing $20 million in the project.
The Hilltop Partnership started back in 2017 with the goal of increasing capacity for early learning and programming in Hilltop.

The facility will have classrooms, a medical suite, and a kitchen to address the needs of families.
Ginther said the pandemic set the project back, but he’s committed to making sure every child has a foundation for success.
“The center points to a bright and equitable future for our children and all the collaborative resources and services that are going to be offered to children and families, especially as we battle back from this incredible pandemic — the human service crisis and economic crisis it brought — it couldn’t be more important than right now,” Ginther said.
Before the pandemic began in March, more than 700 kids were enrolled in the Hilltop area of the city, but enrollment dropped to just over 300 during the pandemic.
Opportunities for pre-K programs expanding for children in the Hilltop
The project is also being funded with the help of investors, with one partner on the project saying Hilltop means a lot to his family, especially his father, who was born there.
“The first houses he built were on the west side in that same neighborhood,” Doug Borror said of his family’s history in the neighborhood. “Our west side roots do indeed run deep. I want everyone to succeed and have the same opportunities my dad had.”
